Sen. Joe Manchin? Probably the less said about him, the better. Giving him the ultimate benefit of the doubt, it's possible that he actually believes Senate (R)s will be motivated to behave themselves if he sets a positive example. That would make him a hopelessly naive idiot, but it's better than most of the alternatives.
